Check whether the search result is the right kind of school
A result for an English school may describe local school education, a university programme, online tutoring or an adult language course. Before comparing cities, ask whether the provider currently accepts international adults for in-person, short-course ESL on your dates. A school using English as its teaching language is not automatically offering the language course you need.
Request the campus address, provider identity, course outline, placement process and actual weekly timetable. Clarify whether lessons are individual or group-based, the length of a lesson and how holidays affect teaching. ‘Adult course’ should not be interpreted as a guarantee of adult-only groups or a particular age mix; ask what the school can actually confirm.
Be transparent about what we can shortlist

Compare like-for-like course and living costs
- Use the same dates and learning goal: general speaking, work-related communication or an exam course.
- Compare actual lesson time and class format, not only a headline lesson count.
- Separate tuition, registration, materials, accommodation, meals and transport.
- Confirm local administrative charges and any optional school assistance.
- Check the real commute from your chosen room and access outside lesson hours.
- Read cancellation, date-change and accommodation terms before paying.
If one offer is tuition only and another includes a room and meals, their headline prices do not answer which is cheaper. Obtain itemized quotes in the same currency and for the same period. We do not claim that Manila or Cebu is always cheaper, safer or faster to travel around; such comparisons need the actual offers and routes.
Choose by constraints, not a city winner
A hypothetical learner already staying with family in Manila may have no reason to relocate if a suitable adult ESL provider can be verified. A learner arriving solely for study may prefer a confirmed Cebu course and a clearly documented accommodation arrangement. Conversely, a Cebu package is a poor fit if its class times or living rules conflict with the learner’s needs.
Before deciding, list non-negotiables: teaching goal, dates, room privacy, accessibility, schedule and total budget. Exclude any offer missing essential written information, even if its city is attractive. Verify the applicable entry, study-permission and stay requirements separately; a school admission letter does not grant employment rights. This is a decision framework, not an independent assessment of unverified Manila providers or a city league table.
